Software whose source code is publicly viewable but whose license restricts certain uses (typically commercial or competitive use). Source-available licenses like BSL and SSPL are not open source by the Open Source Initiative's definition, even though the code is visible. The distinction matters in procurement: some organizations have policies that permit open source but restrict or prohibit source-available components.
